EXPLANATION OF TENTATIVE REVIEW PROCESS
The review of this petition will occur during a six (6) step process. At this time, no specific timeline has been set for completion of the review process. Please understand that the Village is bound by the Village Code and the Cuneo Property Annexation Agreement to review any petition submitted for planning consideration. Our intention is to follow the steps below to complete the required review process.
Step One: The process will start with a community information meeting that will be coordinated by the Village staff in cooperation with the Gregg’s Landing Homeowners’ Association. The purpose of this forum will be to present the concept plans for the project and provide residents their first opportunity to comment, and ask questions of the developer, Bradford, and Wal-Mart.
Step Two: The developer and Wal-Mart representatives will appear before the President and Village Board’s Committee of the Whole where a concept review of the overall development will take place. Concept plan review is a courtesy review opportunity that the Board offers to anyone interested in developing a property within the Village. Consistent with all concept plans presented to them, the Board will make general comments about the development. After that discussion, the developer may choose to either walk away from the project or begin the technical review process. This concept review does not in any way represent approval of the use or site development, but is a preliminary review of the project to provide initial input from the Board.
Step Three: At this point, the Village staff will start the detailed review process of the engineering, architectural and site plans along with any special studies including traffic and drainage report. The Staff will also work with Bradford, the developer, Wal-Mart representatives and Gregg’s Landing Homeowners’ Association to meet and discuss specific issues regarding the landscape, site and architecture plans. This extensive review process will be ongoing over a number of months.
Please understand that throughout the process, the Village staff will be reviewing all aspects of the proposed development. This detailed review does not assume denial or approval of the overall project.
Step Four: The formal petition will go to the Planning & Zoning Commission where a public hearing will be held over multiple nights to first hear a presentation of the proposal by the developer and Wal-Mart and then hear from objectors and supporters of the project. Finally, as part of the Planning & Zoning Commission review, they will make a recommendation to the Village Board both on the general plan, as well as details. As a reminder, the Commission acts as an advisory board to the Village Board.
Step Five: The petition will return to the President and Village Board at a Committee of the Whole meeting to discuss the recommendation of the Planning & Zoning Commission. Also at that meeting, the President and Village Board will review comments that have been assembled over the multiple meetings concerning input on the development.
Step Six: The President and Village Board will take action on the Planning & Zoning Commission recommendations which may include denial or approval of the petition. They may also modify the Commission’s recommendation including approving only certain portions of the recommendations. The Board could also choose to send the petition back to the Commission for further information or reconsideration on specific aspects of the development.
Again throughout the process, your comments and input are encouraged. All comments will be assembled and forwarded to the President and Village Board and the Planning & Zoning Commission for their review.
